SALARY: The salary range for this position is $57,644.00 to $93,495.46 for Schedule A, and $57,644.00 to $88,820.70 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The New Jersey Judiciary is seeking a highly motivated professional to work in the Office of Board Counsel (the OBC) as the Statewide Costs Coordinator for the Disciplinary Review Board (the DRB), under the supervision of the Court Executive 2b (Deputy Counsel). The individual will primarily focus on the collection of disciplinary costs imposed by Court Rule and Court Order in attorney discipline matters. The individual also will contribute to the annual OBC budget and purchasing.

This position will require frequent communication with attorneys as well as others in the attorney disciplinary system, including representatives of the Office of Attorney Ethics and the Supreme Court Clerk’s Office. Therefore, the selected individual must possess excellent communication and customer service skills. The selected candidate also will be required to draft correspondence, work independently on special projects, and perform other duties as assigned.

The individual will serve as the Statewide Costs Coordinator and will analyze cases in accordance with existing laws, regulations, or professional practices. enforcing R. 1:20-17 as it applies to each disciplinary case. They are responsible for assessment and collection of administrative and actual costs as ordered by the Court. They review and approve all requests for payment plans for claims of financial hardships as allowed by the Rule. The AS3 files requests for judgments and judgment revivals. Based on Board policy and R. 1:20-17, they review and draft initial responses to costs disputes and motions for suspension for non-payment of costs for Deputy Counsel’s review. The AS3 receives Bankruptcy paperwork and drafts for Deputy Counsel any required Proof of Claims. They must monitor any Bankruptcy filings to ensure proper compliance with the Bankruptcy Code. They will advise managers on deadlines, rules, regulations, or related information.

The individual will further be responsible for drafting the DRB budget, working with Deputy Counsel to determine the needs of the office on an annual basis. They will work as a point person with DRB information technology, the DRB’s information technology vendors, and Administrative Office of the Court Purchasing to upgrade and/or implement new systems as needed. They will oversee spending by ordering through appropriate systems, and request and review scopes of work and their adherence by vendors. The individual will conduct financial audits for accuracy, compliance, and legitimacy and will review systems reports for their accuracy to ensure legitimate reporting to the Disciplinary Oversight Committee, working in conjunction with DRB information technology and vendors to review and correct criteria as needed. They will conduct quantitative or qualitative research of processes, programs, or projects.

The individual will continue to analyze programs to determine effectiveness or efficiency as well the Costs section of InfoShare and eFiling and suggest and implement improvements. They will prepare proposals for solicitation of bids for purchases and commodities, and work to create, modify, and approve scopes of work for changes related to systems management and the physical needs of the office.

They individual is responsible for reconciling fixed assets to ensure compliance with established policies and procedures. The DRB is not affiliated with JAMS (Judiciary Asset Management System) because the Disciplinary Oversight Committee (the DOC) is self-funded. Therefore, for insurance purposes and for reporting as needed to the Board, the AS3 is the DRB asset manager. They will establish and monitor any DRB assets, including value, assignment, and location.

REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Example of Duties

Serve as the Statewide Costs Coordinator responsible for assessment and collection of administrative and actual costs as ordered by the Court.
Advise managers on deadlines, rules, regulations, or related information.
Review and draft initial responses to costs disputes and motions for suspension for non-payment of costs for Deputy Counsel’s review.
Monitor any Bankruptcy filings to ensure proper compliance with Bankruptcy Code.
Suggest and implement process improvements, working in collaboration with DRB information technology, vendors, and Purchasing.
Conduct financial audits for accuracy, compliance, and legitimacy ensuring legitimate reporting to the DOC, working to review and correct criteria.
Responsible for the DRB budget working with Deputy Counsel to determine the needs of the office on an annual basis and overseeing spending by ordering through appropriate systems.
Prepare proposal for solicitation of bids for purchases and commodities; create, modify, and approve scopes of work for changes related to systems management and the physical needs of the office.
As the DRB fixed assets manager, reconcile fixed assets to ensure compliance with established policies and procedures, monitoring all DRB assets, including value, assignment, and location.
Respond to attorney complaints – review any disputes of costs filed by attorneys in response to their receipt of an invoice, pursuant to R. 1:20-17, and provide a draft memo to Deputy Counsel.

Regular and predictable physical presence at the worksite is an essential function of this position.

Qualifications

Graduation from an accredited college or university with a bachelor’s degree and three years of professional experience in program development, program coordination, program analysis, program administration and/or administrative research.

Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate’s degree and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor’s degree. A master’s degree may be substituted for one year of experience. A law degree may be substituted for two years of experience.

Supplemental Information

Driver’s License: Appointee will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the “New Jersey First Act,” all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
