Essential Job Functions:

The Senior Supervisor, Court Operations performs supervisory work overseeing the day-to-day operations of the Land Records and Licensing Department for Baltimore City Circuit Court. The incumbent plans, coordinates, supervises, and evaluates the work of clerical staff. Manages time and attendance records, resolves work-related issues with staff, and assists the manager with quality control. Serves as a department expert regarding procedure and provides guidance and resolution for complex or unusual situations. Responsible for training and counseling subordinate staff. Other duties include performing marriage ceremonies and recording and issuing certified copies of Marriage & Business Licenses.

Essential Duties and Responsibilities:

Plans, coordinates, supervises, and evaluates the work of subordinate clerical staff.

Interviews applicants for Business and Marriage Licenses and issues Licenses

Performs Civil Marriage Ceremonies

Trains, schedules, counsels, disciplines, and evaluates subordinate staff.

Assesses problems, issues and conflicts and depending on the complexity and scale of the situation, either resolves independently or recommends solutions.

Serves as the department expert on procedural questions providing interpretation and guidance to employees, law enforcement personnel, attorneys, and the public particularly on difficult or unusual cases.

Completes daily reconciliation reports, petty cash summary. Assists with the preparation of the daily close-out of cash register.

Minimum Qualifications:

Education: High school diploma (or GED equivalent)

Experience: Five (5) years of work experience in court operations in a trial or appellate court in the United States, or in the fields of criminal justice, parole and probation, or legal or financial services, to include three (3) years of court experience.

The required experience also must include two (2) years of supervisory experience specifically within court operations (or a combination of one (1) year of supervisory experience, plus one (1) year of lead experience specifically within court operations).

Note:

A bachelor?s degree may be substituted for two (2) years of the required work experience.
A Paralegal/associate degree or 60 college credits may be substituted for two (2) years of non-court work experience.

A Paralegal Certificate may be substituted for one (1) year of non-court work experience.

Court forms, practices, procedures, protocols, systems, and equipment required to support the specialized work of the assigned unit(s).

Customer service etiquette.

Job related terminology, codes, comments, notations, orders, policies, procedures, rules, regulations, and laws.

Judiciary Human Resources policies and procedures.

Skill in:

Customer service and handling problems tactfully and patiently.

Analyzing records, reports, and other business documents and noting details and facts pertinent to this assignment.

Identify and adapt rapidly to departmental needs and to reallocate staff and resources to meet work requirements.

Physical Requirements:

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
